As more and more software becomes available allowing almost anybody to create a website, it's probably best if I give you some pointers on how to select a web designer based on my 9 years experience.
The first question is are they actually a web designer?
It has become apparent to me that web design is a very popular service for people to offer on the side of their existing business. I've seen all sorts of businesses offer web design from printers (a popular high street chain now has a web design service, but it's not so good) to PR consultants and even a greasy-spoon who's owner was knocking out "websites" using a word processor!
I don't want you to think that anybody who's primary service isn't web design is bad, but consider the fact that if they were that good it would be their full time job.
So, you've found somebody you like. Now do they use templates?
Templates are dirty. There I said it. If you're paying for somebody to create your website you should be getting a bespoke design. If you're thinking of using somebody who's only going to stick a template on Wordpress or Joomla (tools of choice and both quite good) please please don'y pay them a lot of money - it's just not worth it.

How long has your chosen web designer been in business? Do they work full time for their own clients or are they employed and work on the side? If your email isn't working at 3am when will it get fixed? Consider the support you might require from your web designer and then carefully think about whether the person you've chosen can provide that level of service.
There you have it! The holy trinity of finding a decent web designer. Use the points above and carefully consider your choice in web designer. You want somebody you can have an ongoing relationship with, not a fly-by-night charlatan.
